Subject: Septic Reporting
Septic Reporting is indeed an unnecessary burden and will develop into an unnecessary cost at the administration level. There are protections in place that allow for action if and when a resident doesn?t keep his/her septic in working order. Not in favor of reporting.

Hello all,
Here is my feedback on the issue of rolling back the ordinance for aerobic septic systems. I don?t own one, but one day I might and I?ve always felt the inspection and ?reporting? process was cumbersome and an expense that we shouldn?t have to do it. If a system fails, I?m sure there are laws/ordinances on the current books that would give the resident x number of days to correct the problem. That should be all that is needed. If the system doesn?t get fixed, then fine the owner for non compliance. Why (again I ask) do we need to have more government regulations and more government telling us how to live and support ourselves. Regards, MJ

I understand that the City council is reviewing an attempt to revisit the old ordinances for Aerobic Septic Systems.
I am firmly opposed to these new rules.
Years ago when the old ordinance existed, we were harassed by letters from the City as a result of the process then in place. The landowner was required and did enter into an annual contract with an ?approved? outside company to maintain the system on a quarterly basis. The landowner would pay the contractor in good faith for the annual renewal. The contractor did generally do quarterly inspections but would not always submit the paper work required in a timely manor. Such contractor failure gave rise to unruly letters and out right threats from the City to terminate the use of the lawful septic system as a result of the contractor?s failure to perform simple documentation of operations.
I am opposed to the concept of renewing the less than useful process.
Who ever is dreaming up new ordinances to pass should stop infringing on our rights and leave us alone.

Dear Tim:
I did not realize until recently that those with aerobic systems did not need to have them inspected tri-annually and we have still been paying JB Wastewater for this paperwork for the town. It seems unethical that JB Wastewater issues our renewal every year without this information and I would have appreciated a heads-up from our town (we have lived here five years and the last owner put in the aerobic system). Anytime we have an alarm or a problem they come out and bill us for service calls and labor even if it?s just to reset an alarm float. So basically, the yearly fee is for nothing. If the rules stand as you say, would it be possible for the town to place this in writing in a newsletter so that I can send it to the septic company who clearly has mislead us into thinking we still need this requirement. I wonder how many other homeowners are aware of this or pay their fees automatically every year. If there?s ever a move to get on city sewer, I?d be all for it because the septic system is a pain and hurts the resale of the homes in this neighborhood. - NW

Thank you for tabling the trash can ordinance.
I am opposed to any more ordinances regarding septic systems, etc in this city. My neighbors who have aerobic septic systems are quite responsible and they do not need the burden of inspections, paperwork, etc. PLEASE stop making ordinances. Many years ago one of our police said that Hollywood Park is a laissez faire community. Let's keep it that way. - BS

I oppose reinstating the old aerobic septic system requirements. Please leave the adopted ordinance as it stands, with no tri-annual inspection requirement, no reports to file and no fines.
Thank you,

Council Members of Hollywood Park,
We are opposed to reinstating the previous rules. It does pose an undue hardship. Hollywood Park already has adequate regulations for non-functioning septic systems and each resident is responsible for the maintenance/repair of his/her own septic system.
We would rather you spend the time attending the workshops for the TXDOT ramps on 1604/281 to make sure HP has access and that adequate noise and light pollution mitigation are put in place.
Thank you. - BL & CL

Enough rules and regulations. I feel like we are the US government and I am very opposed to BIG government. Take care of necessary issues ONLY.

I have an aerobic septic system and have it inspected annually as per
the law I would not like to have any further restrictions or
ordinances place on me that would result in more fees to me.

I am NOT in favor of going back to the old regulations. We have enough on the books now to take care of Hollywood Park. As a senior citizen in the Park, we do NOT need more expense, regulations and government.

Are you in favor of reinstating the old requirements on aerobic septic systems, or are you opposed to this action ?
Dear Council members:
I am opposed to reinstating aerobic septic system requirements, and believe the current rules regarding all septic systems are appropriate. I appreciate the opportunity to voice an opinion on this and other matters before the Council (and also appreciate the work each of you do for the city).

Please, instead of new regulations could we remove some of the old ones. Think we have far too much government.

I am against reinstating the old requirements on aerobic septic systems. Restoring it does not make HP any "safer" than it already is. I have lived here 26 years and never even heard of this.

I believe you should leave it as it is and for those who are concerned they could start a periodic article in the Sparks with tips etc. (like they do with Oak Wilt).

I wanted to voice my opinion about our septic systems. First of all, I do not think Hollywood Park should have a more stringent ordinance than the law requires. Preferrably I think we should have a choice as to the type of system our home has, but if nothing else, whatever type a person already has should be "grandfathered" to be allowed to keep that type if they wish. The ordinances for new construction can be stipulated as necessary.
Thanks for listening,
DB

I agree with Councilman McCallum that HP should not adopt a more stringent ordinance than the law requires. If HP residents were using well water, I may be more concerned about the safety concern presented by septic tanks.

Tim, the new systems require maintenance in addition to periodic cleaning of sediment from the original tank. As well, the added tanks used for mixing and pumping must also be cleaned. The chemical system needs maintenance, as do the mechanical and electrical systems, such as motors, pumps, and distribution spray heads or seep lines. I would expect most owners to have regularly scheduled professional inspections and maintenance . It is their interest. I DO NOT SEE THE NEED FOR A NEW ORDINANCE, AT THIS TIME. (excuse me, I hit the cap lock). Best to you. - RS.

Council,
My name is JO. I built my home 8-9 years ago & we installed an aerobic septic. We were told by the person who installed the system that it was required to have a licensed inspector inspect our system 3 times per year. I have always had the same company under contract. I was not aware that HP did not require this. If you add up what I have spent on an annual basis..I am into this thing for another 2K. All they do is come out and leave a paper on my porch. I would support not requiring HP Residents to hire a service/tech that inspects our aerobic system. I feel this is money wasted.
Thanks for your consideration, JO

I am of the opinion we should NOT restore the previous requirements for aerobic systems. As long as we already have rules in HP that govern failed septic systems and those rules have been working, it seems to me like this should be left alone and forego burdening the homeowner with unnecessary fees.
Thanks for sending out e-mails regarding issues that effect us all. We cannot always make it to the council meetings to have our voices heard, so this e-mailing notices to us is a great avenue to continue using.
Thank you... BR
